Comment/Log an Event Toggle Disappearing When Logged in as Certain Users

On every station I could find with data (so that the toggle was enabled in the DataViz), when logged in as pete@conservify.org, shah@conservify.org, bradley@conservify.org, and a couple other users, the toggle disappears.

Recreate:

• This particular station, Fabulous Grasshopper 35, doesn't show it's "Explore Data" button, so to get to the DataViz, you have to enter via the Earth Day project, click the station name, then "Explore Data" on the map.

Expected:

Lovely Goat 40 was the only station where I was able to get the Comment/Log an Event toggle to show up. And even then, SOMETIMES, it disappeared.
