Portal: Station Details - When there is "No Data" for the data charts on the station details page, the module names should not be clickable - currently they are clickable and clicking them does nothing.

1. Go to https://portal.fieldkit.org
2. Click on the "Weather Station Comparison" project.
3. Click on the Fabulous Grasshopper 35 station's "i" icon so that you are taken to the Station Details page.
4. Notice that in the "Data" section, you will see 4 charts, all with "No Data".
5. Attempting to click the module names for each of these 4 charts, does nothing, since there is no data to show.

We should not make the module names clickable if there is "No Data" in the Data View.
