(bluemage) MP drainkiss low cooldown

MP drainkiss has a 25 second recast time

latest wiki has it at 90 second recast

on ToAU (eden) i believe it was also 90-120 seconds

a BLU can go to bird pts and suck birds dry all day long please dont ban me Gweiv ;_;
