Support api_read with OAuth client id auth on self managed

I just tried to register on self-managed instance using api_read scope and got the following error message:

2025/10/21 17:34:54 failed to create device auth request: oauth2: cannot fetch token: 400 Bad Request
Response: {"error":"invalid_scope","error_description":"The requested scope is invalid, unknown, or malformed."}

scope api works smooth.
