Allow for exclusionary circles
Since so many users go to /all/new and /all/top to browse the site, it's entirely too easy and common for users to participate in exclusionary circles which they're not supposed to participate in.
One way to fix it is to create circles that are marked exclusionary in their settings. If mods select it, mods write in a short text description of who their circle is for, such as "women" "lesbians" "detransitioned or desisted women".
ie: "This circle is only for [text field]"
When someone tries to vote, vote in a poll, reply, or post, if the circle is exclusionary it should check if the user is a subscriber to the circle. If they aren't, they should get told that the circle is only for [given description] and they need to subscribe to participate. It may be helpful to tell people that they can block the circle to stop seeing it entirely.
ie: "This circle is only for women. To participate, subscribe to the circle. To stop seeing this circle in your /all/ lists, block the circle."
