Assistant fails when running on FPGA VIs

The assistant fails when editing FPGA code as it needs to run the VI in its context.

Changing this however will require some refactoring in how we open references and detect the active VI.

This can be good as it will make more uniform the way we detect active VI.

Needs to make sure it handles corner cases such as Classes and Private Data Control.
