sway: apply system keyboard configuration in regular environment too

I was very surprised after installing Fedora Sway Atomic for the first time that the keyboard layout I had just chosen in the installer wasn't applied to the default configuration. This change pretty much just copies the config file which does this for the live environment to the default one.
