I've realized that on a default installation of Silverblue, I get the langpacks-en package overlayed. Instead of having each installation overlay a package for language support, I think we should include all langpacks by default in the image. I don't have numbers yet for how much that would increase the size of the image. There is also no meta-package or comps group (as far as I could find) that we could use to list all the packages to add so that would be a manual list.
