libbsd licenses vs. spec file license identifier

After adding libmd to Fedora, I am trying to update libbsd to a current version (which now depends on libmd), however Beerware and BSD and ISC and MIT and Public Domain
using the legacy spec file license identifier format might not be great. Using SPDX strictly, multiple licenses at https://docs.fedoraproject.org/en-US/legal/allowed-licenses/ seem to be missing, which is the main reason for filing this issue.

The COPYING file uses the dep5 format. In it, there are various different flavors of especially BSD and ISC licenses, including Expat (being treated as MIT in the previous system). Breakdown:
