libmd public domain licenses

It's unclear to me whether this type of case needs a review or if it we can just use LicenseRef-Fedora-Public-Domain
. Can you please clarify? I'm filing a ticket anyways.

The COPYING file uses the dep5 format. In it, there are two almost identical public domain license texts; I'm including both in one ticket.
