Clarify whether license “breakdown” is still required
This is a copy of https://pagure.io/packaging-committee/issue/1331; it was suggested that this might be a better place to file an issue.
Before the guidelines around package licensing were rewritten for SPDX and largely transferred to https://docs.fedoraproject.org/en-US/legal/, the packaging guidelines required packages with multiple licenses to contain a comment or file explaining the breakdown of which licenses applied to which files. A historical version of this section is available at https://fedoraproject.org/wiki/Packaging:LicensingGuidelines#Multiple_Licensing_Scenarios. Today, I can’t find this requirement documented anywhere.
Was this requirement intentionally dropped, or merely lost in the shuffle of reorganizing and rewriting documentation?
