Banner for Fedora Annual Contributor Survey 2023

Hi all,

we would like to run a survey once again this year and we need an updated banner for it.

Link to the previous year request: https://pagure.io/design/issue/814 I think simply updating the dates on the banner is good enough.

The survey is planned for June 1st, so if possible we would like to have a banner slightly before that.
