Forgejo migration: Add issue template

What do you need?

Since we are moving over to Foregjo, we need to import the issue template and make sure it is compatible with our ticket tracker: https://forge.fedoraproject.org/design/tickets

Forgejo have some docs on how to set up the template. It looks like we can play around with the YAML and have dropdowns or checkboxes:

  • Low (anything else e.g., trivial, minor improvements)
