DEI policy for Flock location

This ticket is here to keep track around the work for the proposal on https://discussion.fedoraproject.org/t/flock-location-and-dei-policy/102686

(that's the ticket promised on https://discussion.fedoraproject.org/t/2024-02-15-dei-team-meeting-summary/105750 and during FOSDEM)

Plan so far:

• work with @rowright and sarah-thornton on a draft (based on existing draft)
• find a proper approval process (eg, some kind of RACI grid, I think)
• decide the process for additions
