System Inaccessible after manual systemctl soft-reboot

reproducer:
create a bootc system using quay.io/fedora/fedora-bootc:xx on libvirt VM
ssh into that system and run "systemctl soft-reboot"
FYI,
the system would be good after I virsh destroy and virsh start it
bootc switch xxx --soft-reboot=required --apply on the same system
it works well if I use quay.io/centos-bootc/centos-bootc:stream9 or quay.io/almalinuxorg/almalinux-bootc:10.0 instead
