The policy is wrong about giving authors the power to decline inclusion

This is against one of the four essential freedoms: "The freedom to redistribute copies so you can help your neighbor (freedom 2)." - https://www.gnu.org/philosophy/free-sw.en.html

So please remove this from the policy.

We should include Signal and explain that we changed our policy even if they don't want to: "We don't distribute our apps on f-droid because we feel it's insecure, and because it doesn't provide the features we need to develop stable and secure software." - https://github.com/WhisperSystems/Signal-Android/issues/281
