Added newer ndks, gradles, latest sdk-license, and update java 1.8 version
- Updated NDK r19b to r19c, and r17b to r17c (dunno whether this was intentional or just a forgotten thing)
- Added Gradles 5.3 and 5.3.1
- Added newest android-sdk-license
- Updated Java 1.8 (131 to 202)
- Updated tools in gitlab ci (25.2.4 to 25.2.5)
- Updated build tools in travis (27.0.3 to 28.0.3)
- Added xcode10.2 (because why not)
