fix CI, makebuildserver, and VLC build

Hans-Christoph Steiner requested to merge eighthave/fdroidserver:fix-build-and-vlc into master

This is three fixes to get everything building again. gitlab-ci builds fail because of an annoying python issue, I broke ./makebuildserver with the testing support, and VLC needs automake and cmake from testing.

@CiaranG this will fix the Debian issue you had when running ./makebuildserver last weekend. @krt This should also be able to build VLC.
