syncing local copy via VFAT breaks permissions and symlinks

When using a VFAT thumb drive for the local_copy_dir, the permissions are lost. Also, any symlinks like fdroid/repo/index.html are also lost. There needs to be an alternate format for transferring repos via the local_copy_dir mechanism that supports broken yet common filesystems like VFAT.
