Use code transparency for reproducible builds and stop requiring signature updates

Google Play uses a completely hash based method to achieve build verification called code transparency. Unlike the method we use now in reproducible builds, it requires no signature updates. Thus, apps using reproducible builds can also be automatedly updated. No extra lags.
