re-add platform 27

We should probably re-add the platform27 zip, as some apps are failing to build due to that. (it can be fixed by calling sdkmanager in prebuilt for now.) For soem reason this get;s installed automatically for some apps but not for others.

We need to check if google now actually decided on one version to be the correct one...

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
