faster termination of the distribution of disabled versions

Occasionally it happens, as recently with com.nextcloud.client 3.30.1, that a version is to be stopped due to a major bug etc.. Unfortunately, this currently takes several days during which potentially unnecessary damage can occur. I think it would be important to create a mechanism that can remove versions from the F-Droid store within a short period of time.
