syncthing-android: Build with go1.13

There's an issue fixed in golang 1.13 that led to an immediate crash on android 10. Debian testing still is on 1.12 as default, so I'd like to explicitly build on 1.13 instead of the default version.

Edit: Additional question: Do I need to create a new tag for the builder to rebuild or is there another way?
