This is using the build pulled from 2014-08-16, commit 8fc125a1.

Oddly enough, this problem clears up seemingly randomly and I'm able to download a file without any problem. I've tried to find a pattern, but no pattern seems to emerge.

I have a feeling that it's related to Orbot. I'm using Orbot with droidwall as my firewall. I've tried changing Orbot settings, clearing Orbot's data, reinstalling Orbot, etc., and nothign changes. I've tried FDroid configured with proxy enabled (localhost, port 8118) and proxy disabled. Curl seems to have no problem downloading it, however.

A note about my device. I'm running CM9. The latest CM11 build is not available for my device (yet...I'm working on it! :-) ). Therefore, I have run into some trouble in the past with Orbot not applying the iptables rules correctly.

If this is a widespread bug, I'd label this "critical," but from what I can tell it's only my device, so I'll label it as a bug only.
