Migrate gradle build scripts from groovy to kotlin

This is a maintenance chore as kotlin build scripts are the new default. Just one language for the entire project, no more need to learn the weird groovy language.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
