LocalHTTPDManagerTest#testStartStop needs to be fixed and re-enabled

We've temporarily disabled LocalHTTPDManagerTest#testStartStop to make contributing easier / temporarily un-break ci runs (!1131 (merged))

The test needs to be debugged, fixed and re-enabled.
