F-droid (all) new apps prompt to install twice

What did you do? (clear steps if possible)
Install any app from f-droid
What did you expect to see?
Click to install the app => download, prompt to install => app is installed after single user confirmation
What did you see instead?
After I click to install any app, the app is downloaded then I'm prompted to install. After confirmation, the install progress bar goes to ~90% (finishes?), and then I'm re-prompted for confirmation of an 'update' to an existing installation of the app (same permissions). It basically tries to install the same apk twice in succession. It seems the app installs after the first confirmation, even if I press 'cancel' in the next prompt. Similarly, i can press 'cancel' the first time, and 'confirm' the second time, and the app installs. There are always exactly 2 prompts.
This does not happen with sideloaded apks outside f-droid, e.g. when installing from file manager, where packages install / don't install based on a single confirm-cancel prompt. Also, to my knowledge, updates to installed apps in f-droid install fine, only installing new packages exhibits this behavior.
