Duplicated app entries on /packages

On the 'Apps' page, certain entries are duplicated within categories. There doesn't seem to be any pattern to which apps are repeated, nor to their order within the categories. This happens to a different set of apps for each (natural) language - some languages don't have any duplicated apps, although this is probably coincidental. I've only seen an app appear once or twice within the category, never three times, although I can't rule this situation out as a possibility.

Might this be related to #775 (closed)? It certainly feels like a similar kind of issue.
