launch 'pt' locale for default Portuguese translation

Weblate displays the following remark: "In order for changes here to be published to https://f-droid.org, the "Website" and "Website Pages" components need to be 100% translated with 0 failing checks." "Website" and "Website Pages" are 100% translated with 0 fails for Portuguese, but not available on f-droid.org.

Weblate further displays: "All translations here are pushed to https://staging.f-droid.org on a roughly daily basis." Website and Website Pages are fully translated with o fails for a very long time.

"Português do Brasil" is available, but

1. that is not "Português"
2. and that translation has 2 failing checks.

What is the blocking point to have Portuguese added?
