This includes all repos via Tor and HTTPS, then the official security repo
which is only available via HTTP.  They are ordered to prioritize them so
that the preference is Tor over HTTPS, and HTTPS over HTTP.  If an update
is only available via HTTP, then this will use that one.  One hazard is
that http://security.debian.org generally gets updated first, so updates
might often be downloaded via HTTP.
