Install all packages in makebuildserver

Currently we seem to have two separate lists of packages we need to install on the buildserver. Once here: https://gitlab.com/fdroid/basebox/blob/master/makebuildserver_basebox.py#L75

And one in the apt provisioning script in makebuildserver.

I guess it would make sense to install everything not strictly required for the basebox image creation in makebuildserver. This would also be backwards compatible as then makebuildserver can produce valid images on both the old cusom base-box as well as the new slimmer automatically created one.
