moving f-droid fronter instance to Greenhost VM

Germany is a bad legal environment for any F-Droid services for a number of reasons. Germany makes it easy for large copyright cartels to abuse takedown notices. We have already had to deal with that too often. Also, it looks like the German government and Hetzner cooperated to set up a MITM TLS attack based on exploiting Let's Encrypt, which f-droid.org uses [1] [2].

The quick step we can take now is to move the f-droid.org instance that is on a Hetzner bare metal server in Germany. We could move ipfs.f-droid.org off of eclips.is (OTF-funded Greenhost credits), then use those credits to set up a new fronter instance. We could also reduce certmachine to 512MB of RAM for a few credits.

@uniqx what are the minimum specs this VM would need to have? We should also do a bandwidth measurement to ensure that the VM will have enough bandwidth to handle the load.
