Consistent chat mod rights

Right now, our mod rights are a mess.

We have people who are MIA who have mod on F-Droid Dev (#302). Mjolnir, our anti-spam bot, can only kick and ban on the Matrix and Telegram side. None of the Matrix mod kicks/bans propagate to the IRC side (only @jspricke and Brainstorm can kick and ban on IRC (why Brainstorm?))

This should be mode consistent. We should:

1. Decide who we give mod on Matrix, and have the be consistent between the regular and dev chat
2. Make sure the Matrix mods always auth with IRC and have the correct rights so bans propagate to IRC (sadly authentication is something that needs to manually be redone occasionally given https://github.com/matrix-org/matrix-appservice-irc/issues/1483)
