define proposal process for spending donations to F-Droid
Now that there is money in the OpenCollective, we need to nail down a process that is fair for how to spend that money. @Bubu's request for money in #189 (closed) brings this to the foreground now. There needs to be transparency when spending F-Droid money, and we need to define a clear process for how we decide going forward.
At the very least, there should be project proposals with budget numbers attached before proceeding. Those should get approved by some pre-defined, documented process. Then we need some defined process for declaring a piece of work done.
For direct donations to pay people, there is already direct methods via Liberapay, OC, GitHub Sponsors, etc. The F-Droid-Data group on Liberapay also has a clearly defined purpose: supporting fdroiddata maintainers. Then the F-Droid group on OpenCollective seems to represent the project as a whole.
I imagine some other free software project has dealt with this before, so hopefully we can find some existing policies to use.
