Promoting good infrastructure and coordination around concepts

With concept cloning/forking (as described in #19 (closed)) we now have a lot more freedom with what we can do with concept coordination/governance, as individuals who disagree with how a concept is being run can just fork off.
Tax and Governance
To a certain extent this boils down to sourcing and deploying funds. To tackle the first part, getting funds, we could add a tax to all assessments in a particular concept, that gets held by the concept contract and can be deployed at any time by the concept owner. The owner then can be a smart contract that allows any kinda governance systems to be put in place.
Motivation and Context
Concepts are going to need a bunch of infrastructure in order to be successful (i.e come to consensus on what it means to know something) This could range from specific software, to discussion forums, to scientific research.
The incentives are in place for the members of a concept to do this, but the coordination costs are high. External systems will have to independently source funds from concept members and then deploy them, and concepts can't mandate that members participate.
Next Steps
This depends on getting #19 (closed) dealt with. But once it's done, building it out and thinking about the short term implications of it will be key.
