Create Global Loading Component

Feature Description

We need a global loading component for every case where data is loading and the user is shown a loading component.

Motivation and Context

This came up when tackling #398 , as I realized we need a loading component in addition to modals

Possible Implementation

Have a global component with centered:

• "loading" + maybe a string
• a gif
