mautrix-go expects `/versions` to not error on missing user
On startup, mautrix-go based bridges send a /versions
request with the bridge user specified in the user_id
field. As the user does not yet exist, Conduit returns an error, which causes the bridge to keep retrying in a loop endlessly. Synapse acts as if there is no auth provided if the auth/user check fails.

## Signalbot user does not exist on fresh installationDescription
This is my first time setting up matrix and bots. I got the server working, the postgres ready with the databases, the mautrix bots are running and the registration is added to the homeserver. Everything as described in the docker setup guide of the signal bot. I still get the following error and I think it is a bug. I do not exclude the possibility of it being a wrongly configured config.yaml
though.
I am using Podman and run everything in one Pod (so also the same network).
