[Feature Request] allow enabling and disabling of account creation from the admin room

Enable and disable account creation from inside of the admin room

Description

Conduit already allows admins to create accounts, new users on an otherwise private server to create their own accounts.

Allowing the toggling of account creation from the admin room fixes a major administrative headache. In order to enable and disable this currently, one needs to be at the console of their server to adjust the configuration files and reset the server.

Having the command available in the admin room relieves the administrator from needing to be near the console.
