Cross signing over federation

Implement cross signing.

Currently, verification for cross signing doesn't work and the message “Verification cancelled” is shown on the conduit side. On the client connected to the synapse server, it is said that the user have been verified even if it wasn't.

It would be nice to implement cross-signing and verification.
