Localize date in the Filter Lists section

We currently specify that update date shuold be in the DD MMMM YYYY format according to the specification, but while this format might be intuitive for some countries that might not be intuitive for others.

I think we should consider Localization here and update the format depending on the locale. We can use intl API for that, but we might want to update the specification first.
