Settings page: Show "Show useful notifications" unconditionally [change]

Background

In the Advanced tab of the Settings page, users are given the option to enable/disable "useful notifications" from the Adblock Plus extenstion. This refers to all notifications except for critical notifications.

Currently, this option is hidden until a user sees a non critical notification (e.g. informational notifications).

For the purpose of transparency, we want to show users all their options regardless of whether it has applied to them already or not. Especially since this is an option that is enabled by default.

Goal

Always show all control options/ settings to users, and allow them to change these settings at any time.

What to do

Show the checkbox option to "Show useful notifications" persistently.
