Issue 7221 - Fixed: Manual filter list update broke due to missing compatibility change

This MR is for #297 (closed).

Note that the first commit in here is merely to reapply the previous commits we made for adblockpluschrome's next branch and are not meant to be tackled as part of this MR. Reapplying those, however, probably only makes sense after release-2018-4.7 is out to avoid unnecessary backouts in hg. Therefore this MR is not yet ready to be merged as there is no release-2018-5.-7 branch yet due to that.
