Issue 7160 - Use the io-filter-table instead of the textarea

This MR would like to finalize what became an epic story: https://gitlab.com/eyeo/adblockplus/abpui/adblockplusui/issues/15

The textarea for custom filters has been replaced with the io-filter-table component and all outstanding issues discussed in this document has been fixed (in a way or another).
