Issue 6324 - Moved message responder to lib directory

This MR for #204 (closed) moves the remaining file of the ones that are run in the context of and used by the extension's background page into the lib directory. That way we can clearly differentiate between background page and UI code.

I've also removed the the script's type attributes for consistency with our other HTML files.
