Update Gitlab CI to work with Crowdin CLI

Background / User story

After https://gitlab.com/eyeo/adblockplus/abpui/adblockplusui/issues/371 we start using Crowdin CLI instead of Python scrip from deprecated buildtools.

After the issue is fixed Crowdin CLI needs to be installed, as well as Java v7+ in order to keep Gitlab CI working.

• Development: Update uploadcrowdin in Gitlab CI (temporarily removed in #371 (closed)) to make it work with Crowdin CLI.
