Issue Reporter not in focus when opened on Chrome and Opera

Issue

In release 2018-5.-5, opening Issue Reporter from the bubble UI does not focus it.

Reproduced in Chrome 72 and Opera 58. Works in Firefox 65. Have not tried older versions.

Reproduction steps

Select 'Report Issue' from the bubble UI

--> notice that the current tab keeps in focus, instead of focus shifting to the newly opened Issue Reporter tab

Expected behavior

When Issue Reporter is opened, focus should shift to its tab, not remain on the current tab, from which it was launched.
