Remove duplicate gear icons

Background

The spec defines two different gear icons (one for the settings icon in the bubble UI and one for the context menu anchor in the desktop options page) and the repository contains three different ones (gear.svg, options.svg, settings.svg). We should therefore merge those into a single SVG file.

What to change

Extend gear.svg with a third state for the gray icon in the bubble UI
Remove skin/options.svg and skin/settings.svg

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
