Add new error message for invalid snippet filters

Background

In trac#6797 we are adding a new restriction to snippet filters to force filter authors to limit their effects to specific domains.

What to change

Add a new string with the ID "filter_snippet_nodomain" and message No active domain specified for snippet filter

common.json I think can be ignored for now, as we decided to move the existing translations around, see -> https://gitlab.com/eyeo/adblockplus/abpui/adblockplusui/merge_requests/102

There is also options_filters_search_or_add - This text is not visible in UI, it's a text for a component which will be added in the next major release, so this String is not a priority for current release, I think it's up to you if you want to request the string in current release, or want me to squeeze in the translations in the next major release.
