Bubble UI: Update state when the extension is disabled

Background

The current implementation of the bubble UI when it is disabled (i.e. when visiting a non-HTTP page).

However, upon further review it makes more sense to hide the toggle UI and display the ads blocked panel - only showing total number of items blocked as in the mockup below.
