Settings: Add recommended filterlists dropdown to the filterlist table

Background

The drop-down of recommended filter lists in the advanced tab of the Settings tab was deprioritized and didn't make it into previous releases of the Settings page.

When clicking + ADD A NEW FILTER LIST, the user is taken to a menu to add a filter list via URL, which is not a very intuitive flow, nor very helpful for most users, who don't know where to find a filter list.

Goal

Provide an easy way to add recommended filter lists to the extension within the product.

What to do

• Reintroduce the drop-down menu with recommended filter lists as outlined in https://gitlab.com/eyeo/specs/spec/merge_requests/167

Hints for translators

• Renamed string "options_anti_cv_title" to "common_feature_circumvention_title" and moved it from desktop-options.json to common.json.
• Added strings "options_language_filter_list" and "options_builtin_filterList_add".
• Updated string "options_filterList_add".
